1.国家千人计划(国家海外高层次人才引进计划)

岗位要求:一般应在海外取得博士学位,年龄不超过55岁,在国外著名高校、科研院所担任相当于教授职务的专家学者。累计来校工作时间不少于9个月/年(长期)或2个月/年(短期),聘期3年。

1. National 1000 Talent Plan (A program for recruiting high-level scholars and talents from overseas)

Qualifications and conditions:

·An applicant shall have a doctor’s degree earned overseas

·55 years of age or younger

·Professorship or equivalent position held at a well-known university or research institution overseas

·Spend no less than 9 months per year for long period program or 2 months per year for short period in total at TNU once recruited, for three consecutive years;

2.国家外专千人计划(海外高层次人才引进计划中的高层次外国专家项目)

岗位要求:在本学科领域具有国内外公认学术声望和学术影响力的海外大学或研究机构非华裔知名正教授或研究员,年龄原则上不超过65岁,累计来校工作时间不少于6个月/年(长期)或2个月/年(短期),聘期3年。

2. National 1000 Talent Plan for Non-Chinese Scholars (A program for recruiting high-level foreign experts)

Qualifications and conditions:

·An applicant shall be a non-Chinese famous professor or researcher in overseas universities and institutes which have a famous academic reputation and influence recognized by both home and abroad within his field

·65 years of age or younger (the age limit may be loosened for an especially outstanding applicant)

·Spend no less than 6 months per year for long period program or 2 months per year for short period in total at TNU once recruited, for three consecutive years;

3.国家青年千人计划(青年海外高层次人才引进计划)

岗位要求:年龄不超过40周岁,在国内外知名高校取得博士学位,具有3年以上海外教学科研工作经历。引进后全职回国工作,已在国内工作者,回国时间在1年以内。

3. National 1000 Talent Plan for Young Talents (A program for recruiting high-level young talents)

Qualifications and conditions:

·The age of the applicant shall be below 40 years old

·A doctoral degree obtained in a world-renowned university, plus over 3 years overseas teaching or research experience;

·The applicant shall work full time in China when successfully enrolled into the program

·The applicant who has already been working in China should return to China within 1 year ago;

4.国家高端外国专家项目计划

岗位要求:海外大学或研究机构非华裔知名教授或研究员,年龄原则上不超过65岁,累计来校工作时间不少于6个月/年(长期)或2个月/年(短期),聘期3年。

4. National Program of High-end Foreign Experts

Qualifications and conditions:

·An applicant shall be a non-Chinese famous professor or researcher in overseas universities or institutes

·65 years of age or younger (the age limit may be loosened for an especially outstanding applicant)

·Spend no less than 6 months per year for long period program or 2 months per year for short period in total at TNU once recruited, for three consecutive years;

5.国家特支计划(国家高层次人才特殊支持计划)

与引进海外高层次人才的“千人计划”并行、面向国内高层次人才的重点支持计划。该计划包括“杰出人才”、“领军人才”和“青年拔尖人才”等项目。

5. National High-level personnel of special support program

In parallel with the “1000 talents plan” for overseas high-level scholars and talents, this program is for domestic high-level talents, including the plans of Exceptional Talents, Leading Talents, and Outstanding Young Talents and so on.

(1)杰出人才

岗位要求:研究方向处于世界科技前沿领域,基础学科、基础研究有重大发现,具有成长为世界级科学家的潜力,能够坚持全职潜心研究。

(1)Exceptional Talents:

Qualifications and conditions:

·The research direction of the applicant shall be in the field of the world’s advanced science and technology

·The applicant shall have great finds in basic subjects and basic research

·The applicant shall have the potential of being a world-class scientist

·A full-time research is required;

(2)领军人才

领军人才包括科技创新领军人才、科技创业领军人才、哲学社会科学领军人才、教学名师和百千万工程领军人才类别。

岗位要求:科技创新领军人才,百千万工程领军人才年龄50周岁以下杰出教授。

(2)Leading Talents

Leading Talents includes Technology Innovation Leading Talents, Entrepreneurial Talents of Science and Technology, Leading Talents of Philosophy Social Sciences, Outstanding Teachers, Leading Talents Project. The applicant for Technology Innovation Leading Talents and Leading Talents Project shall be the distinguished professor under 55 years old.

科技创新领军人才:在国家中长期科学和技术发展规划确立的重点方向,主持重大科研任务、领衔高层次创新团队、领导国家级创新基地和重点学科建设的科技人才和科研管理人才,其研究工作具有重大创新性和发展前景。

Qualifications and conditions for Technology Innovation Leading Talents:

·The research direction of the applicant shall be the priority in the Outline of the National Program for Long- and Medium-Term Scientific and Technological Development

·The applicant shall be responsible for the key scientific project before

·The applicant shall be a leader for the high-level research and innovation teams or talents in technology/ research and management in national innovation base or key discipline

·The research work of the applicant shall have a well development foreground and a great innovative;

哲学社会科学领军人才:在哲学社会科学重点领域,主持重大课题任务、领导重点学科建设的专业人才和科研管理人才,研究成果有重要创新和重大影响。

Qualifications and conditions for Leading Talents of Philosophy Social Sciences:

·The applicant shall be responsible for a great task and topic in the key area of Philosophy Social Sciences

·The applicant shall be a leader for professionals and talents in research and management in key discipline before

·The applicant shall complete research work with significant achievement and innovation before;

教学名师:长期从事一线教学工作,培养优秀青少年有突出贡献,对教育思想和教学方法有重要创新,为人师表,师德高尚,在教育领域和全社会享有较高声望。

Qualifications and conditions for Distinguished Teachers:

·The applicant shall have outstanding contribution for cultivating excellent youngsters

·Engaged in first-line teaching work for a long time

·The applicant shall have significant innovation in teaching ideology and method

·The applicant shall have a noble morality, with a high reputation in educational field and the society;

百千万工程领军人才:50周岁以下,引导基础理论原始创新,提供新知识、新原理、新方法,对基础学科发展具有重要推动作用。

Qualifications and conditions for Leading Talents Project:

·The applicant shall have led the innovation of basic theory with advanced knowledge, principle and approach

·50 years old or below

·The applicant shall greatly push forward the development of basic subject.

(3)青年拔尖人才

岗位要求:具有博士学位,35周岁以下,具有特别优秀的科学研究和技术创新潜能,课题研究方向和技术路线有重要创新前景,全职在校工作,聘期3年。

(3) Outstanding Young Scholars

Qualifications and conditions for Outstanding Young Scholars:

·The applicant shall have a doctoral degree.

·35 years old or below

·The applicant shall have the outstanding potential on scientific research and technological innovation.

·The research work of the applicant shall have a well development foreground and a great innovative;

·The applicant shall work full time in China when successfully enrolled into the program for three consecutive years.

6. 长江学者特聘(讲座)教授(教育部长江学者奖励计划)

岗位要求:在教学科研一线工作,具有博士学位,海外应聘者应担任高水平大学副教授及以上职位。国内应聘者应担任教授或其他相应职位。自然科学类、工程技术类人选年龄不超过45周岁,人文社会科学类人选年龄不超过55周岁。在校全职工作,聘期5年。特聘讲座教授累计来校工作时间不少于2个月/年,聘期3年。

6. Changjiang Scholars Program (Chair Professor and Distinguished Professor) (A program for recruiting distinguished professor by Ministry of Education)

Qualifications and conditions:

·An applicant shall have a doctor’s degree, be involved in the first line of teaching or research, be 45 years of age or younger (for a natural science position) or 55 years of age or younger (for a humanities/social science position)

·An overseas applicant shall hold an assistant professorship or above, or equivalent position in a first-rate university; an domestic applicant shall hold a professorship or equivalent position

·Full time work at TNU is required for 5 consecutive years for distinguished professor. Not less than 2 months per year for 3 years for chair professor;

7. 杰青基金(国家杰出青年科学基金)

岗位要求:未满45周岁,具有高级专业技术职务或者具有博士学位,已取得突出成绩的青年学者,在校从事研究工作时间不少于9个月/年,聘期4年。

7. Outstanding Youth Training Funds

Qualifications and conditions:

·45 years of age or younger

·An applicant shall have a doctor’s degree or senior professional titles

·Spend no less than 9 months at TNU for 4 consecutive years;

8.天津市千人计划(天津市海外高层次人才引进计划)

岗位要求:一般应在海外取得博士学位,年龄不超过55周岁。在国外著名高校、科研院所担任相当于副教授及以上职务,累计来校工作时间不少于9个月/年(长期)或2个月/年(短期),聘期3年。

8. Tianjin 1000 Talent Program (A program for recruiting high-level scholars and talents from overseas)

Qualifications and conditions:

·An applicant shall have a doctor’s degree earned overseas;

·An applicant shall be 55 years of age or younger

·Associate Professorship or equivalent position held at a well-known university or research institution overseas

·Spend no less than 9 months per year for long period program or 2 months per year for short period in total at TNU once recruited, for 3 consecutive years;

9.天津市外专千人计划(天津市海外高层次人才引进计划中高层次外国专家项目)

岗位要求:非华裔外国专家,在国外著名高校或科研院所担任相当于副教授以上职务,年龄不超过55岁,累计来校工作时间不少于9个月/年(长期)或2个月/年(短期),聘期3年。

9. Tianjin 1000 Talent Plan for Non-Chinese Scholars (A program for recruiting high-level foreign experts)

·An applicant shall be a non-Chinese associate professor or researcher in famous overseas universities and institutes

·55 years of age or younger (the age limit may be loosened for an especially outstanding applicant)

·Spend no less than 9 months per year for long period program or 2 months per year for short period in total at TNU once recruited, for 3consecutive years;

10. 天津市青年千人计划(天津市青年海外高层次人才引进计划)

岗位要求:在海外知名高校取得博士学位,并有3年以上海外科研工作经历,年龄不超过40周岁。在国内取得博士学位的,应在海外从事教学或研究工作5年以上,全职在校工作;已在国内工作的,回国时间1年以内。

10.Tianjin 1000 Talent Plan for Young Talents (A program for recruiting high-level young talents)

Qualifications and conditions:

·The age of the applicant shall be below 40 years old;

·A doctoral degree obtained in a world-renowned university, plus over 3 years overseas research experience; or a doctoral degree obtained in famous universities in China, plus over 5 years overseas teaching and research experience.

·The applicant shall work full time in China when successfully enrolled into the program.

·The applicant who has already worked in China should just return to China no more than 1 year;

11.天津市特聘(讲座)教授

岗位要求:具有博士学位,在教学科研一线工作,年龄自然科学类45岁以下;人文社会科学类55周岁以下。国外应聘者一般担任高水平大学助理教授及以上职位或相应职位,国内应聘者应具有教授或相应职务。特聘教授累计来校工作时间不少于9个月/年;特聘讲座教授累计来校工作时间不少于3个月/年,聘期4年。

11. Tianjin Distinguished Professor and Lecturer Professor

Qualifications and conditions:

·An applicant shall have a doctor’s degree, be involved in the first line of teaching or research, be 45 years of age or younger (for a natural science position) or 55 years of age or younger (for a humanities/social science position)

·An overseas applicant shall hold an associate professorship or above, or equivalent position in a prestigious university; an domestic applicant shall hold a professorship or equivalent position;

·Spent not less than 9 months of full time work at TNU for distinguished professor, and not less than 3 months per year for 4 years for chair professor

12.天津市青年拔尖人才

岗位要求:具有博士学位,35周岁以下,入职1年以上的青年人才,具有优秀的科学研究和技术创新潜能,课题研究方向和技术路线有重要创新前景,聘期2年(最多不超过3年)。

12. Tianjin outstanding young scholars

Qualifications and conditions:

·An applicant shall have a doctor’s degree, be under 35 years of age, and be on the work for more than 1 year.

·An applicant shall have great potential of scientific research and technology innovation, and an innovative research direction and technology method.

·The term of appointment will be 2 years (not more than a maximum of 3 years)

学校坚持对各层次引进人才采取大力度长期支持培养措施,在工资福利待遇、住房、安家、科研配套经费等方面提供待遇,同时在科研平台搭建、创新团队建设、国际化培养等方面给予重点支持。

1.为符合条件的高端人才优先申报国家、天津市各类人才称号。包括 国家千人计划、国家外专千人计划、国家高端外国专家项目计划、国家特支计划、教育部长江学者奖励计划、天津市千人计划、天津市外专千人计划、天津市特聘(讲座)教授等人才称号,配套兑现相关待遇

2.学校依据国家及天津市政策规定,为引进高端人才落实相应待遇

TNU will provide long period and great support and training for talents, including payrolls, welfare treatment, relocation, housing, research funds. We will offer special aid to build the scientific research platform, innovative team, and internationalized training.

1. The high-level talents who meet certain eligibility requirements will be given priority to declare the national and Tianjin talents titles, including National 1000 Talent Plan, National 1000 Talent Plan for Non-Chinese Scholars, National 1000 Talent Plan for Young Talents, National Program of High-end Foreign Experts, National High-level personnel of special support program, Changjiang Scholars Program, Outstanding Youth Training Funds, Tianjin 1000 Talent Program, Tianjin 1000 Talent Plan for Non-Chinese Scholars, Tianjin 1000 Talent Plan for Young Talents, Tianjin Distinguished Professor and Lecturer Professor, Tianjin outstanding young scholars. The relevant treatment will be fulfilled.

2. According to the regulations and laws of P.R.China and Tianjin, TNU will implement the relevant policy to introduce the talents.

3. If requested, TNU will help arrange employment for the spouse of talent. Children of talent will be arranged into school.

4. TNU will offer the appropriate housing subsidies and settlement funds according to the types of the talents.

5. After come to work, the talents will be offered a single collective dormitory or off-campus renting subsidies according to the types of the talents before purchasing the housing.

6. The talents shall complete the scientific research according to the job requirement, and obtain the relevant performance rewards.

7. TNU will provide the start-up funds which are applied by applying research projects. The funds will be brought in the management areas of Research Management System.

3. Reviewing Process

Meeting with the applicant’s will,TNU will combine the ways of assessment and inspection. Through the discipline inspection and review of Talent introduction advisory committee, TNU will study and approve the best applicants, publicize the announcement on the homepage of Department of Personnel, and sign the contract with applicants.
